Gary Standel, Managing Partner

Gary Standel developed a passion for flying early in his career and realized a major part of his dream by founding West Coast Charters in 1987. His dedication, hard work, honesty and integrity has allowed him to continually expand his fleet, now with a strong presence in Orange County and beyond. In 1995, Gary opened his current corporate headquarters at the south end of John Wayne Airport. In 2004, he expanded his maintenance division with the addition of a 30,000 square foot facility in Long Beach, CA.

As President and CEO for the past 27 years, Gary has continued expansion by establishing West Coast Aviation Services and its subsidiaries West Coast Charters, West Coast Aircraft Maintenance, West Coast Aircraft Sales and West Coast Aircraft Shares as one of Orange County’s leading full-service aviation companies. His experience, drive, determination and leadership have resulted in continued success and he is excited about his next endeavor, Managing Partner of Air Bear Tactical Aircraft.

John Nielsen, Director - Airborne Law Enforcement Solutions

Many of us know John from his 30 years as a CHP officer, over 24 of those as an airborne surveillance pilot. Having logged over 11,000 PIC hours in surveillance operations, John is considered as one of the foremost experts in airborne law enforcement tactics. You may have attended one of his seminars taught at the ALEA conference or read one of his many commentaries in Air Beat magazine.

John introduced the concept of adding a high power day/night IR camera system to his assigned aircraft (Air-21), with the goal of expanding the CHP fixed wing program. After years of developing successful fixed wing tactics, Air-21 became one of the most active and productive law enforcement aircraft in the United States. John is now making his considerable expertise available via his partnership in Air Bear in order to expand the capabilities and efficiency of airborne law enforcement.

Gary Bushouse, Director - Business Development

Drawing upon his business development background providing engineering and manufacturing solutions to the aerospace & defense industries, Gary brings a unique solution based perspective to Air Bear. Tapping into the expertise of the Air Bear team along with the extensive capabilities of our integration partners, Air Bear will deliver a world class surveillance solution on time and budget.

His engineering background supporting airborne secure telecommunications dovetails nicely with his decades of aviation and business development expertise. This allows Gary to provide our customers with insight into the complexities involved fielding a world class surveillance solution. Responsible for interfacing with our preferred integration partners, Gary’s project management skills assure completion of your mission solution on time and within budget.

Jim Finnell, Public Safety Advisor

Jim Finnell is a former first responder and emergency services manager with deep roots in public safety. He started as a street paramedic in Colorado for more than a dozen years eventually becoming an operations manager. During that experience, Jim gained business acumen and educational credentials to lead public safety agencies and then work at executive level positions at corporate health care firms and then as CEO of a private equity backed first response technology firm based in Seattle, WA.

During his career, Jim had various roles in mergers and acquisition, financial leadership and operations with American Medical Response and Dynacare Labs. Shortly after 9/11, Jim became Chief Executive Officer at Prepared Response, Inc. After thirteen years as the CEO at PRI creating public safety response software, Jim now enjoys applying smart airborne technology to create operational results and improving safety for first responders. In his spare time, Jim and his wife enjoy living the Pacific Northwest.
